چکیده
نظریه تعامل گرایی و سیاست تسامح صفر دو رویکرد متعارض در جرم شناسی و سیاست جنایی تلقی می شوند . نظریه مزبور الگویی الهام بخش برای اندیشه ی تحدید دامنه ی مداخله ی نظام عدالت کیفری و تسامح هرچه بیشتر در قبال جرائم و سیاست مذکور به عنوان تجلی گاه نظریه پنجره های شکسته جلوه ای از جنبش نظام کیفری و سخت گیری افزون تر در واکنش نسبت به اعمال مجرمانه و انحراف است توصیف مبانی و مفاهیم و سپس ارزیابی متقابل این نظریه و سیاست در مقایسه با یکدیگر هم نکات مثبت و هم نکات کاربردی و هم موارد ضعف و مطلق گرایی ان ها در دو حوزه پیش گفته آشکار می سازد به علاوه این برررسی دقیق قابلیت و ضرورت هدایت این نظریه و سیاست را به مسیری اشکار می سازد به علاوه این بررسی دقیق قابلیت و ضرورت هدایت و سیاست را به مسیری معتدل تر و نیز بهره گیری شایسته از ان ها را در چارچوب یک سیاست جنایی تلفیقی گوشزد می نماید در نهایت هم عدالت ترمیمی را در قالب ترکیبی از فرایندها و نتایج ترمیمی به عنوان تدبیری عادلانه و سودمند جهت تعدیل افراط ها و تفریط های این نظریه و سیاست و در نتیجه مدیریت بهینه ی جرم معرفی می کند .

چکیده [English]
Interaction ism theory.as an inspiring pattern for thought of restriction of
scope of intervention of criminal justice system and more tolerance towards
offences- and Zero tolerance policy -as a manifestation of broken windows
theory and an appearance of criminal system revival movement and greater
severity (strictness) in reaction to criminal behaviors and deviances- are
considered two contral)' approachs in criminology and criminal policy.
Description offoundations and concepts of this theory and policy and then
analysis and reciprocal assessment of them in comparison with each other
will reveal their positive and practical points and also their defects and
absolutism in two above mentioned fields.
In addition, this precise survey, will remind the capability and necessity of
leading them to a more moderate strand and also proper profiting from this
theory and policy in an integrated criminal policy. Ultimately, this study,
will introduce restorative justice-in the shape of a combination of restorative
processes and outcomes-as a fair and efficient measure to modify their
intemperances and so to manage crimes in its optimal fonn.
